FoodShare Employment & Training
CW Solutions has been a provider for FSET services since 2004. As of April 1, 2015, CW Solutions expanded its services throughout the Northcentral FSET Region as a partner with Wood County Human Services.
The Northcentral FSET region consists of nine counties (Adams, Wood, Portage, Marathon, Langlade, Lincoln, Oneida, Forest and Vilas counties).
The region has three main service hubs.
- Wisconsin Rapids Hub: services Adams, Wood and Portage counties with offices located in Friendship, Stevens Point, Wisconsin Rapids and Marshfield.
- Wausau Hub: services Langlade, Lincoln and Marathon counties with offices located in Antigo, Merrill and Wausau.
- Rhinelander Hub: services Forest, Oneida and Vilas counties with offices located in Crandon, Eagle River and Rhinelander.
Wood County and CW Solutions operate the Northcentral Region in partnership with shared vision and responsibility. With a customer-focused model, we work closely with participants on identifying personal goals and coordinate with community partners to help participants acheive those goals.
FSET Program Information
The FSET program is administered by the Wisconsin Department of Health Services (DHS) and has been in operation since the early 1990s. It was a mandatory program for some recipients of FoodShare from 1996 - 2008 and has been a voluntary program since that time. Voluntary means a recipient can chose to enroll in FSET but will not risk a reduction or loss of FoodShare benefits if the recipient does not enroll or enrolls and later leaves the program.
The FSET program was operated in each county in Wisconsin, but as of April 1, 2015, it became a regional program within the Workforce Development Board regions. Services are still provided in every county, but operated in a regional model with a single contractor.
Beginning April 1, 2015 a separate work program through the FSET program resumed for some FoodShare recipients. The Able-Bodied Adults Without Dependent children or "ABAWD" program was a mandatory program from 1998 - 2002. Wisconsin was not required to operate the federal program after 2002 because Wisconsin met a waiver due to high unemployment. That waiver ends effective 4/1/15 for Wisconsin.
Recipients who are found to meet ABAWD requirements will either have to be employed 20 hours a week or enroll in a work/training program and complete 20 hours a week (80 hours a month) in order to maintain their FoodShare eligibility. If a recipient determined to be a mandatory ABAWD participant and s/he does not complete the 80 hours a month of work or work/training activity, s/he can lose her FoodShare eligibility.
An ABAWD participant is generally someone who receives FoodShare and is between the ages of 18 - 49, no children live in the recipient's home, they are not caring for a child outside the home, is not pregnant, and is not determined unable to work by a medical provider.
The FSET program serves both volunteer participants who are not determined to meet the ABAWD requirement as well as those who have the ABAWD work requirement and choose to volunteer for FSET to meet the work requirement.
The FSET program provides job search assistance, skills training (soft skills as well as job skills training), GED/Literacy education, and barrier abetment in order to help participants achieve their short-term education and employment goals.
